In peppol e-invoicing, the places where people can communicate are called Access Points (AP). Once a member is connected to an Access Point, they can share documents with everyone else on the network, too. A Peppol Access Point takes some time to set up, but once it’s certified, businesses can start exchanging electronic business documents and saving money.
The History of Peppol
It was formed in 2012 after the successful completion of the Pan-European Public Procurement On-Line (PEPPOL) project.
The EU and the members of the PEPPOL Consortium helped fund the pilot projects for PEPPOL. Since 2008, the goal of the peppol network project has been to make electronic procurement more uniform across European governments. The goal was to make it easier for businesses to communicate electronically with any European government agency so that they could be more efficient and save money.
In order to build a pan-European, standard-based IT infrastructure, the PEPPOL project came up with rules for cross-border procurement. The national procurement systems have not been replaced by peppol invoicing, but have been made better by its connections with other systems.

OpenPeppol, a non-profit, took over the services and tasks of Peppol in August 2012.
