As Senior Director of Policy and Regulatory Affairs for Latin America at Equinor, Rodrigo has faced the intricate challenges of operating in a sector where regulations vary dramatically across countries. His work spans offshore wind, solar, and green hydrogen projects, each presenting legal and operational hurdles.
“In renewable energy, every market has its nuances,” Rodrigo explains. “What works in one country might be entirely impractical in another. The key is understanding those differences and adapting while maintaining the business’s overarching goals.”
Rodrigo was pivotal in analyzing interconnection agreements for a groundbreaking offshore wind project in Latin America. These agreements, critical for integrating renewable energy into local grids, demanded a meticulous approach to navigating complex regulatory requirements and fostering collaboration among various stakeholders.
“The process wasn’t just about technical specifications,” he recalls. “It was about building trust with government agencies, engaging with stakeholders at every level, and ensuring that all parties fully understood the project’s long-term environmental, economic, and social benefits.
By successfully guiding this initiative, Rodrigo demonstrated his expertise in regulatory affairs. He showcased his ability to unite key players and create a framework for future regional renewable energy projects.

“Rodrigo’s deep understanding of international energy policy and regulatory affairs, especially in Latin America, has been a tremendous asset to our team,” he says.
“His ability to navigate complex regulatory landscapes and build strategic partnerships has driven our energy initiatives forward, particularly with our operated Deepwater Exploratory block in the Gulf of Mexico. His leadership and insight into sustainable energy solutions have played a key role in Equinor’s continued success in the region.”

Rodrigo’s ability to balance regulatory requirements with business objectives is perhaps best illustrated by his tenure as Country Manager for Mexico at Equinor.
In this role, he oversaw all operations, including managing exploratory licenses and negotiating complex agreements with regulatory bodies.
“Mexico’s regulatory environment is incredibly dynamic,” Rodrigo explains. “Balancing growth with compliance required strategic planning, relationship-building, and problem-solving. Despite the challenges of the pandemic—closed government offices and limited hours—I successfully led the closure of our entire Mexico operation.
“Though I lacked technical experience, I was able to drive the process forward with support from engineers and technical experts, proving that adaptability and leadership can overcome even the toughest obstacles.”
One particularly challenging project involved relinquishing operational licenses as part of Equinor’s exit strategy from Mexico.
Despite the intricacies of the process, Rodrigo successfully navigated legal, financial, and regulatory hurdles while maintaining the company’s reputation: “It was a bittersweet experience,” he admits.
“But knowing we exited the market responsibly and in compliance with all regulations was a testament to our team’s commitment and expertise.”

“I’m transparent and open about my goals and limitations, which I think people appreciate.” He says, “While many negotiation techniques exist, I prefer to lay my cards on the table. When I know what I want and what the other party values, I believe openness is key to achieving a win-win outcome.”

As the renewable energy sector expands, Rodrigo is optimistic about its potential to drive global progress. However, he acknowledges the challenges ahead: “The pace of regulatory change is accelerating, and companies need to be agile,” he observed.
“My focus is creating strategies that allow us to adapt quickly without compromising our values or objectives.”
Rodrigo’s vision extends beyond compliance and growth: “Ultimately, renewable energy is about making a positive impact towards a net zero future,” he said.
“Whether it’s reducing carbon emissions, creating jobs, or improving energy access, every project has the potential to transform lives. That’s what motivates me.”
